Bringing Banking Regulations Closer Through Smartphones: A Case Study of SIKePO
Financial regulations are often associated with lengthy text, technical language, and an interface that lacks user-friendliness. Yet, fintech industry players, banking staff, and even regulators need quick and easy access to this information, especially through mobile devices.
This need became the driving force behind the mobile redevelopment of SIKePO (Sistem Informasi Ketentuan Perbankan Online / Online Banking Regulation Information System). Previously, SIKePO was only available in a web format that was not optimized for smartphone use. In collaboration with OJK’s internal team, Radya Labs contributed to redesigning the user experience for SIKePO’s mobile version, focusing on accessibility, searchability, and ease of reading regulations on small screens.
The Challenge: Turning Dense Regulations into a Mobile-Friendly Experience
This project was not merely a redesign of the website, but a full mobile application development from scratch, without modifying the existing website interface. It came with several layers of challenges:

Very long and text-heavy regulatory content

No access to direct user data due to research limitations

Complex regulation structures filled with tables

The need to maintain a lightweight and fast-performing application
With no direct insights from end-users, the design team relied on design logic, empathy, and an understanding of professional user behavior patterns to create a relevant user experience.
Design Solution: Focus on Accessibility and Navigation
Key design approaches for SIKePO mobile included:

A Tagging & Filtering system to help users find regulations by topic

Emphasis on the search feature rather than a crowded homepage

Mobile-friendly text layout with comfortable font sizes and anchor-based navigation

A minimalist navigation system with key tabs such as “Search Regulations,” “Categories,” and “Latest Regulations”
The design was executed in Adobe XD and developed iteratively with stakeholders via Basecamp. This concise and focused collaboration enabled the design process to be completed in just 1.5 months, out of the project’s total duration of 6 months.
The Result: Faster and More Practical Access to Regulations
SIKePO is now available on the Play Store and App Store as OJK’s official mobile solution for accessing banking regulations. The app allows users to search regulations by category, keyword, or tag, and includes informative usage statistics.
This project serves as a great example of how the right design approach can simplify access to even the most complex types of information—such as financial regulations. Despite various limitations, a solution can still be achieved through collaboration, clear workflows, and empathy for users.
